Doesn’t detect Bluetooth

Can’t run the app because it says I need to turn BlueTooth on, even though it is already on. I have tried turning Bluetooth off and back on again, but the app will not go any farther until I have turned Bluetooth on.

I am on a MBP running Mavericks
